Karzai Raises Stakes in U.S.-Afghan Talks With Assembly --- KABUL—Afghan President Hamid Karzai said he would convene a traditional national gathering to scrutinize plans for a bilateral security agreement with the U.S., upping the ante in talks over a future American military presence in Afghanistan. --- "America must realize that this agreement must not be concluded at the price of Afghans' security," he said.
