Can Jerry Brown Solve California's Perpetual Crisis?

In January, Brown proposed steep cuts in virtually all state services; and last week, he signed bipartisan bills trimming $11.2 billion from the massive deficit. Of that sum, nearly $6 billion is from health and social programs that serve the poor, the sick, the elderly and children.
